Product Description: transition of the Hungarian society
and economy has brought many changes, and one of the most important
is the process that aims at building a market economy. A private
ownership based market economy cannot exist without valid, correct
and up-to-date property registry. One important means of the ownership
transition is the compensation for people who were restricted
in their freedom or suffered a loss in the former regime in Hungary
from 1939. The compensated people get coupons for the privatisation
or - only for the originally compensated persons - for auction
of arable lands.
The arable land auctions for the compensated people involves
a total of 2,5 million hectares (6,1 million acres) which is
30% of the total arable land of the country. By now 2,2 million
hectare land has been auctioned for cca. 300.000 people, and 530
000 properties have been created.
The state property registry has not been ready for serving marketing
of properties in a market economy system with many participants.
That's why the registrations of ownership in these great many
cases are late. It causes many additional problems.
The ILIS (Integrated Land Information System) has been developed
for helping the process of change in land ownership.
The GIS based system contains the geographical data and the owners'
information on UNIX platform. ORACLE, Arc/Info, Arc/View tools
were used to build the application.
It can be used to retrieve single data, make analysis, and a
special subsystem can support the administrative process of the
registration.
There are a number of demands for the extension of the system.
One is to promote the progress of the agricultural use of the
land, by providing vital information for further agricultural
development. The other is monitoring the land use, and supporting
local governments and farmers with information and expertise.

Product Description: developed for planning life of a settlement
needs making information system includes all works of a habitation.
Laws regulate the necessary information of the habitat's work
and the decision mechanisms based to this. The demand for decision
support increased in consequence of the changing conditions, the
accelerated economic and political life, the increased mobility,
the progress of infrastructure. It spreads over time and calls
for sound foundations of decisions. 50-70% of the information
necessary for a community can be geocoded to the base map of a
settlement. The geocoded information management system called
GIS is important in satisfying the information demand.
Subject of the project: making management of property and
town managing information system on the basis of GIS. The system
foundation is digital map of property and public utility administration
based on real estimation of the town.
