[Ica-sdistandards] Contribute to a paper about the ICA model of stakeholders in an SDI?

Dear Commission members,
Antony Cooper, a former Chair of our Commission on SDI & Standards, would
like to invite Commission members to contribute to a paper about the ICA
model of stakeholders in a spatial data infrastructure (SDI). The idea is
that this will be a paper from our Commission, so any of you are welcome to
contribute.
Attached is the latest version of a paper provisionally entitled "A review
of the ICA model of stakeholders in a spatial data infrastructure (SDI)".
A preliminary version of this paper was presented at ICC 2019, entitled
"Expanding the ICA model of stakeholders in a spatial data infrastructure
(SDI) ". For the abstract of that presentation, see:

the ICC 2019 abstract is all those who worked on the model during the
Commission meeting in Dresden, August 2013.
The attached paper is primarily a review of the literature that used the
Commission's SDI models and a consolidation of the suggested improvements
to the SDI stakeholder model. This paper also includes a figure showing
all the 45 types and subtypes of a stakeholder in an SDI that were included
in the Commission's paper at ICC 2011 in Paris (a separate, larger copy of
the figures is also attached). This attached paper also includes a table
from the 2008 IJGIS paper (that might or might not have any relevance) and
the expanded SDI stakeholder model from the Dresden meeting, which is
clearly incomplete.
Going forward, there are the following options:
(1) Complete this paper as a review paper, with Section 4. "Summary of the
suggested changes to the model" being an overview of the suggested
changes. The two tables will then be omitted.
(2) Complete this paper as a review paper, with Section 4. "Summary of the
suggested changes to the model" being a consolidation of all the
suggestions, producing an update of the figure of the SDI stakeholders.
Again, the two tables will then be omitted.
(3) Split this paper into two papers, one being the review and the other
being the new SDI stakeholder model, incorporating all the suggested
improvements, completing Table 2: Expanded SDI stakeholder model (the
Dresden results) and producing an update of the figure of the SDI
stakeholders. This second paper will take a lot more effort.
