MC/04/12 Agenda and minutes
The agenda was agreed and EP was appointed to take the minutes.
MC/04/13 Minutes of meeting 1-04 in Tuusula, Finland
It was agreed that a draft of the minutes would be circulated to MC members
for approval before being published on the MC Web site.
The Minutes of meeting 1-04 in Tuusula, Finland were approved.
MC/04/14 Hans Steinegger
MC had made a donation to Amnesty International as requested by the family for
the funeral. MC was pleased to hear that the work of Steinegger Software would
continue.
MC/04/15 Map generalization
EP made a short presentation on some ideas on the teaching of generalisation
of orienteering maps. It was emphasised that the size of symbols on the map
was the important factor as well as the separation of symbols of the same colour.
The added complication was when several features were close together and was
the reason for generalisation. ISOM already contained some generalisation symbols
and the need was for some 'rules' for cartographers to follow. HT informed the
MC that there is a big interest for the generalisation project in both Sweden
and Norway.
It was agreed that further work should continue. EP would try and produce some further examples at the next meeting as well as some ideas on how the ideas might be published.
MC/04/16 Print Tech project
JL had prepared a discussion document on the progress of the project. MC discussed
various methods of printing in particular overprinting.
It was agreed that JL would prepare an interim report and that this would be published on the IOF MC web site in January 2005 and sent to all Federations. It was agreed that member Federations would be invited to contribute further ideas as they become available.
MC/04/17 Map Specification for Sprint-O
(1) Time frame
It was agreed that Federations should be asked to reply by November 2004. The
two papers already submitted by SOFT and FISO would be considered with any others
at the meeting in January.
(2) ISSOM Questionnaire for WOC 2004, Sweden
It was agreed that TG would prepare a set of questions for the competitors in
WOC 2004. The questions would be focused on the forest element in contrast to
the area used in Switzerland in 2003. They would be circulated to MC for comment
and possible revision and then to competitors and Federations.
(3) Criteria for Sprint O specifications
MC discussed a paper from SG. It was agreed that in a future revision of ISSOM
some of the choices allowed for in the present specification may have become
redundant. It was hoped that the ISSOM would be adopted by Federations for competitions
for other age groups. It was agreed that there should be an emphasis on the
criteria that thick black lines were barriers. It was also agreed that ISSOM
was a different specification to ISOM.
The SOFT paper had questioned the value of an urban specification when in Sweden
they only used forested areas for sprint O events. The IOF Council had given
the MC the task of providing a specification for use in urban, park and forested
areas. The Chairman would write to SOFT making this point.
MC/04/18 Map Specification for Mountain Bike Orienteering
(a) LZ reported that the MTBOC were pleased with the proposed map specifications.
It was available on the MTBO web site. However a number of situations need to
be clarified in the MTBO rules.
(b) WOC 2004 in MTBO in Australia.
A questionnaire was considered. LZ will send a questionnaire to the competitors
after the event.
MC/04/19 Correspondence
(1) Map Clinic Report - Turkey.
LZ was awaiting a report from the Instructor (Cesare Tarabocchia). There were
photographs on the web site.
(2) World Cup 2004 Germany
MC expressed its concern that the IOF Rules for map scales were not being followed.
LZ would contact the IOF Adviser and the Foot O Commission.
MC were concerned that Federations were offering to stage IOF events without considering that they should supply maps of the correct scale as laid down in the IOF Rules for these events.
MC was concerned that the enforcement of IOF rules did not allow for any sanctions if the event did not comply. LZ would consult Barbro Rönnberg (IOF Secretary).
(3) Laser printed map for World Cup 2005 in GB.
A request had been received to use a laser printed map for the Sprint O competition,
LZ had written referring to the IOF Rules. BOF would not use laser printed maps.
(4) WRE in Czech Republic May 2004. A request had been received to vary the
scale for the Long distance race. Following correspondence with LZ the organisers
had agreed that a 1:15000 maps would be used for the Long distance race.
(5) WRE Swiss Championships (Long Distance), 26 September 2004
LZ had received a report that the event would comply with the IOF Rules.
(6) Trail-O WOC
(a) LZ had received a report from Brian Parker IOF adviser for the WTOC in Sweden.
It was noted that the Sprint O specifications adapted for TO were a very suitable
base map for TO.
It was agreed that high quality laser printing would be suitable for this discipline
as the competitors were slower moving.
(7) 11th ICOM
LZ had received confirmation that the Japanese Federation was willing to organise
the conference in conjunction with WOC2005.
LZ would attend together with all the MC members who can take part.
MC/04/20 Manning of Map Commission
1) Membership of Map Commission The MC was appointed by the IOF Council. LZ
was willing to continue as Chairman. Members were asked to indicate if they
would also be willing to continue. The IOF Council will finalise the manning
of commissions in January 2005.
MC/04/21 Any Other Business
(1) MC discussed decisions made between meetings by e-mail. It was agreed to
continue the present policy of circulating documents with replies as soon as
possible to the originator. Decisions would be by consensus.
(2) MC agreed on the format of a letter inviting Federations to appoint a correspondent to the Commission. EP would incorporate a number of suggestions and ask IOF to distribute.
(3) It was agreed that TG or Thomas Brogli should act as a Generalisation Adviser for the maps for the World Cup final in 2006 in France.
MC/04/22 - Next Meeting
(1) It was agreed that MC would meet in January 2005 in Finland.
(2) If there was not a meeting of MC in Japan then a further meeting if needed might be organises in GB. EP to investigate venues in or around Stansted Airport, England.
