Dear Jan

The answer to both is as soon as possible, but that is probably not a very useful answer!

It is unlikely that we will be able to get the review paper published in a decent journal in 2019, but I want to have submitted the paper by the beginning of December 2019.  This should be possible, because the paper is largely finished - particularly if we go for option (1). 
Option (2) might be more appealing to the relevant editors, though.

The paper was written in LaTeX using the ICC 2019 template, so it will have to be reformatted for the journal we select, and it might need to be converted to MS Word.  If any of you are fluent in LaTeX I can send the source file to you, but it will be sufficient to send me your comments marked up on the PDF, or as notes in an email.  I am quite happy to incorporate any comments or suggestions you might have into the text myself.

For the moment, please try to send me your inputs by Monday 30 September 2019, so that I can include them in the next version.
