3rd General Assembly to establish the Magyar Térinformatikai Társaság (Hungarian Association for Geo-Information, HUNAGI)

Mr. Havass opened the General Assembly by welcoming the participants. He noticed, the General Assembly is ready to make decision, while more than 50% of the founder members are present.
According to the Chairman's proposal and the decision made by the General Assembly, Messrs.Bartos and Szilvásy have been selected to verify, and Mr. Remetey-Fülöpp to write the Minutes.

The Agenda reviewed by the Chairman has been adopted by the General Assembly. Three modifications in the Statute have been introduced by Dr.Berencei and discussed by the General Assembly.
(Proposals were distributed with the Invitation letter earlier.)
I. Proposed by Mr. Paksy, the participants of the General Assembly decided unanimously, that foreign members are also welcomed (Statute 5.1 is not against it)
II. Recommended by Mr. Havass, the 6.5 in the Statute should be extended (as highlighted by bold) "The member must pay the membership fee defined by the General Assembly in due time, transferring the amount to the account of HUNAGI. In the case, the fee is not paid even after a warning till the first General Assembly of the forthcoming year, the General Assembly will cancel the membership. "

Dr.Remetey-Fülöpp expresses the idea to apply a weighted vote for members, who contributes significantly to the financial support of HUNAGI. After a discussion, the General Assembly found an alternative solution: the votes are remain unweighted, but the idea of Sponsoring members is agreed. In case of the application such a member, the General Assembly may modify even the Statute if needed. The General Assembly welcomes donations and other contributions, whereas the aim and scope of the support will be defined in a case contract or agreement signed by the donor and HUNAGI.


I. As proposed by Mr. Szilvásy, the General Assembly decided to modify the Statute 3. paragraph 5 unanimously as follows:
"- to support the information distribution for international organisations on the stage of Hungarian GI paying special attention on the domestic user needs."
After the debate, the Chairman proved, the Statute has been adopted with 10 votes by the General Assembly (Reference: Decision No. 1/1995.11.07 HUNAGI).

According to the item 2 of the Agenda, decision was made on the selection of the President and Secretary General, whereas the General Assembly has been elected with 10 votes Mr. Havass as President till November 07, 1997 and Mr. Remetey-Fülöpp as Secretary General till November 07, 1998 (Reference: Decision No. 2/1995.11.07 HUNAGI).

According to the item 2 of the Agenda, the annual membership fee structure has been set up in the following three categories:

25,000 HUF  (140 ECU)    for economic societies
10,000 HUF   (56 ECU)    all other legal entity
 1,000 HUF    (5.6 ECU)  natural legal person

(Reference: Decision No. 3/1995.11.07 HUNAGI).

The annual membership fee can be paid before the membership is approved by the General Assembly.
The General Assembly took up a position on the use of the already well-known English name Hungarian Association for Geo-Information (in short form: HUNAGI) especially in international correspondence.

The participants of the General Assembly received to their hands the Summary of Activities on the actions done since the Inaugural Meeting of HUNAGI dated November 9, 1994 (Referred as 1st General Assembly).

The Secretary General is commissioned by the General Assembly to submit an application to the National Committee for Technological Development (OMFB) in order to cover the expenses related to the annual membership fee (7000 ECU) to be paid for the European Umbrella Organisation for Geographical Information, to apply for support of the division responsible for the EU harmonisation at the Ministry of Foreign Affairs and to request additional patience on behalf of the EUROGI Secretariat.

Not having other topics to be discussed, the Chairman closes the General Assembly.
The adopted Statute and the Minutes will be available for the Founder Organisations in the next two weeks for signing.
