4.2 The Swiss-Hungarian Cadastral Mapping Project
The short-term needs in privatization of land and the long-term needs in actualized data for the Municipality of
Budapest can only be satisfied by the construction of a Land Information System (LIS), as a basic service for land
registration as well as for many other uses in all political, economical or social domains.
Background
After the DLM had submitted a proposal for financial assistance and another proposal for technical assistance and
training to the Swiss Government in 1993, the Federal Office for Foreign Economic Affairs (FOFEA)
approved a project for financial assistance and services for the establishment of a digital
cadastral map management system in Budapest and know-how transfer of experience with the
Swiss Reform of the Cadastral Survey.
In order to provide the necessary technical assistance to help implementing this project and to coordinate the
know-how transfer program, ITV AG was chosen as a consultant.
Objectives
The objective of the Swiss project is to assist the Hungarian authorities in the setting up an LIS in Budapest and in
their "Reform of the Cadastral Survey" as part of the National Cadastral Programme.
This goal will be achieved by supplying technical equipment, project management and consulting services to the
Hungarian authorities accompanied by a know-how transfer program which provides for an exchange of
experience from the Swiss Reform of the cadastral survey.
LIS Budapest
The provision of equipment serves to improve the efficiency and quality of the services of the Budapest Land
Offices (CLO and DLO). in the Budapest Land Office. The following land information management processes have
been identified which need improvement:
- Land information management triggered by applications submitted from citizens to the DLO. This process will be harmonized with the PHARE project which furnishes the Budapest land office (DLO) with computer hard- and software for property registration (application and property sheet management "Grundbuch").
- Map revision: This is the process of maintaining the quality of the LIS and it is initiated by the CLO. The complete data flow from field surveying to the database will be streamlined.
- Supply of data to external and internal users in digital and analog form.
- Control point management: Solutions for the reconstruction, preservation and management of the control points of the CLO will be addressed in the context of this project.
- Data Conversion: Although this is not a production process but rather a task of the implementation of the system, Since data conversion in a LIS project is a major task in complexity, time and amount of data to be processed, it will be treated as a major process of the system.
Know-how transfer of the experience "Reform Cadastral Survey"
As mentioned above, the know-how transfer from the Swiss reform of cadastral survey is a major goal of this
project. This Know-how transfer will address national issues and is not restricted to Budapest.
This objective will be achieved with a series of workshops of 1 - 2 days or seminars covering
the following topics:
- Standards, methods and data exchange in the cadastre surveying and data management
- Political and administrative organization of the cadastre, legal aspects
- Financing the cadastre
- Data capture and surveying technology
- GIS Applications, use of cadastral maps in other GIS
- Professional Education
A detailed plan for this program will be worked out together with the DLM. Additional support like the participation
of Hungarian professionals in courses in Switzerland and study tours to Switzerland might be considered as well.
The audience for this program will be recruited from:
- County Land Offices (Managers, head of surveying department)
- Budapest Capitol and District Land Office
- Ministry of Agriculture
- FÖMI
Project Plan
Assisted by ITV AG, a project team with members from the DLM, CLO and DLO
will implement a pilot system in the Budapest District Land Office.
The following plan has been set up for the project:
- Define the necessary standards:
- Establish detailed requirements covering the following domains:
- Organization
- Finance
- Technique
- Procedures
- Evaluation, procurement and installation of the necessary LIS hard and software and field survey equipment for pilot projects in two districts
- Organize and control the data conversion process (The data conversion is done by the land office)
- Set up and test the necessary procedures, hard and software for updating the cadastral map data with the LIS
- Put the system into production in the two pilot districts (V and XI)
- Establish a plan for the introduction of this system in all of the districts in Budapest and a strategy for an efficient data conversion and update procedure of the cadastral map information (boundaries, buildings etc.).
The project started in May 1995 and should be completed by the end of 1996.
